Robert Speer, crook and city builder, flagrantly rigged elections and ruled via an unholy alliance of organized crime, organized labor and the city’s “respectable” business interests. As Mayor of Denver, 1904-12 and 1916-18, he also saved Cherry Creek, built the Auditorium Theatre, the Civic Center, the greenways and the Mountain Parks. Swept from City Hall by reformers, he returned by popular demand in 1916. When he died suddenly in 1918, tens of thousands turned out for his funeral.
