Harry Brock, a rough-cut business tycoon, pulled himself up by his own bootstraps and he’s off to Washington to bribe a few Congressmen. (No, it’s not today: it’s 1946.) He brings his mistress, Billie Dawn, a beautiful, ditzy ex-chorus girl, and then decides to hire a tutor to smooth out her rough edges for Washington society.
