WHAT IS IT ABOUT?
Le Wilhelm's humorous look at the controversy surrounding government funding of the arts feautures Rachel Barracuda, the head of the Empire State Arts Council, who belts out show tunes when under pressure. Madness ensues when a theater company seeking funding for their children's theater learns that the program's guidelines don't fit Ms. Barracuda's agenda.
