In the right setting, antiques can look meaningful, persuasive and even, in some odd way,
freshly-minted. After all, genuine antiques at the time of their production represented quality, and part of the definition of "quality" has to be durability. This is certainly true of Bloomer Girl, the 1944 musical for which E. Y. Harburg wrote the lyrics, Harold Arlen the music, and Sig Herzig and Fred Saidy the libretto. In its Encores! revival--if "revival" is the most accurate word for these book-in-hand-but-rarely-consulted staged readings--Bloomer Girl looks decidedly alive and cogent. It has the glow of wit most of the way through. Well, at least through its rollicking first act.
