In addition, the Guthrie opened a three-stage complex on the Mississippi River in Minneapolis under his leadership.

Among the productions Dowling has staged at the Guthrie during his tenure are Macbeth, Faith Healer, The Importance of Being Earnest, Two Gentlemen of Verona, Shadowlands, The Government Inspector, and The Home Place. In addition he has staged Tartuffe and London Assurance on Broadway during his time with the theater.
